Pam Mattel, LCSW

President and CEO

As the Chief Executive Officer of Coordinated Behavioral Care (CBC), a clinically integrated behavioral health network comprising 78 nonprofit organizations, my mission is to inspire change and drive the transformation of community care to ensure equitable, whole-person care. With 38 years of experience in the nonprofit sector, including 15 years in executive leadership, I have focused on advancing integration and innovation across behavioral healthcare, primary healthcare, and housing.

I firmly believe that innovation in healthcare and social services is most effective when it brings together diverse stakeholders, fosters collaboration, incorporates design thinking, and measures tangible results. Central to this approach is ensuring that the people we serve are integral to the process, sitting at the table with us as equal partners. This commitment has helped me secure groundbreaking programs and models, including certified community behavioral health clinics, care transitions, technology-enabled care, opioid response initiatives, and the use of key performance indicators to drive improved community health outcomes.

Before joining CBC, I served as the Chief Operating Officer for three highly complex service delivery systems, each focused on quality care, integration, and financial sustainability. In 2023, I was honored to be recognized by City & State as one of the “50 Over 50” prominent leaders in the nonprofit sector.

I hold a Master’s Degree in Social Work from Columbia University and have completed several post-graduate certificates. Outside of my professional life, I enjoy spending time with my husband, our two adult sons, our mini-golden doodle and my horse.

Stacy Morton

Chief Financial Officer

BIO

I joined Coordinated Behavioral Care in December 2023 as Chief Financial Officer, stepping into a pivotal role where I lead a dynamic team in maintaining the financial integrity of the organization, charting strategic courses, and strengthening our fiscal resilience. With over 16 years of experience in accounting, my career reflects a deep commitment to excellence and a broad range of expertise.

Throughout my career, I’ve worked across diverse industries, demonstrating my ability to navigate complex financial landscapes. However, my true passion lies in the not-for-profit sector, where, for the past 11 years, I have been dedicated to supporting organizations driven by social impact. My financial expertise has played a vital role in amplifying their missions and expanding their outreach.

As CFO at CBC, I oversee all aspects of financial operations, from precise financial accounting to the development and implementation of comprehensive budgetary frameworks. I am committed to designing and executing financial strategies that protect our fiscal health while advancing CBC’s mission-driven initiatives.

Outside of my professional role, I am deeply invested in social responsibility and community engagement, believing in the transformative power of positive financial leadership. I strive to make a tangible difference in the lives of others, using my skills and resources to foster positive change. Ultimately, my work is about more than individual achievements—it’s about building collective resilience and contributing to a shared vision of a better tomorrow.

In my personal life, I cherish spending time with my family, making the most of every moment with loved ones.

Diane Novy

Senior Vice President,
Managed Care and Network Management

BIO

My mission at Coordinated Behavioral Care (CBC) is to leverage the depth and breadth of my career experience to secure favorable contracts and expand opportunities for CBC’s owners, members, and our network of participating providers.

Prior to joining CBC, I dedicated the first 25 years of my career to managed care, where I specialized in developing and managing provider networks across Medicaid, Medicare Advantage, and commercial health plans. I gained significant expertise in negotiating contracts with a wide range of providers, from large hospital systems to Independent Practice Associations (IPAs), and built a strong foundation in value-based payment arrangements.

After leaving managed care, I joined The Jewish Board of Family and Children’s Services—a leading provider of behavioral health services and a member of CBC. This role offered me valuable insights into the behavioral health sector and allowed me to use my managed care expertise to negotiate improved reimbursement and contract terms. Now at CBC, I’m proud to continue this work on behalf of an even broader coalition of providers.

I hold a Bachelor of Science in Business and Management from SUNY Empire State. Outside of work, I am passionate about being outdoors, whether I’m running, cycling, or traveling. Combining travel with these activities is always a bonus!

Keona Serrano, LCSW

Vice President,
Systems of Care

BIO

I have spent over 20 years working across behavioral health, housing, healthcare, education, and community-based services, with a consistent focus on improving how systems work together for people with complex needs. As Vice President of Systems of Care at Coordinated Behavioral Care, I help bring programs, partners, and teams into closer alignment so care is more coordinated, effective, and equitable.

Throughout my career, I have led multidisciplinary teams and large portfolios, working closely with hospitals, government agencies, managed care organizations, and community-based providers to strengthen care transitions and reduce fragmentation. Before joining CBC, I served as Assistant Vice President at Breaking Ground and as Chief Operating Officer at the Archdiocese Drug Abuse Prevention Program, where I supported agency-wide operations, finance, and compliance.

Earlier in my career, I worked at Montefiore Medical Center as a Project Manager, leading a hospital-based care transitions and housing initiative that improved discharge outcomes and generated cost savings through strong community partnerships. I also held several leadership roles at BronxWorks, where I helped launch housing and education initiatives, reduced Medicaid spending for high-cost participants, and improved engagement and outcomes for individuals and families.

I am a Licensed Clinical Social Worker and hold a Master of Social Work from Hunter College. I currently serve as a Board Member and DEIA Chair for the Health & Housing Consortium and regularly speak at citywide and national conferences on systems integration, social determinants of health, and equity-centered service delivery. Outside of work, I enjoy traveling and have visited 22 countries, and I love spending time with my French bulldog, Bosco.

Bianca Nguyen, MD, MPH

Medical Director

BIO

As a psychiatrist dedicated to working in the public sector, where behavioral health services and delivery can often appear complex and fragmented, I believe the opportunities for greatest change and system improvement lie at the crossroads of partnership, collaboration, education, and innovation. As Medical Director of CBC, I support leadership, staff, and network member providers through training, case consultation, facilitation, quality improvement processes, project management and strategic planning.

Before joining CBC, I worked as Director of Development for GlobeMed, a global health nonprofit focused on health equity by partnering grassroots organizations with universities.

I hold an MD/MPH from Tufts University School of Medicine and completed my psychiatry residency and Public Psychiatry Fellowship at New York Presbyterian-Columbia and the New York State Psychiatric Institute. In addition to my role at CBC, I serve as Medical Director at New Beginnings, a Certified Community Behavioral Health Clinic (CCBHC) in the South Bronx, and as an Assistant Professor of Clinical Psychiatry at Columbia University, teaching policy and management in their Public Psychiatry Fellowship program.

Outside of work, you can find me checking off NYC restaurants and ‘want-to-go’ places starred on my Google maps, figure drawing at open sketch sessions, or spending time with my partner and our dog, Cassie.

Melissa Martinez

Vice President, Health Home Care Management

BIO

As Senior Director of CBC’s Health Home, I oversee one of the largest Medicaid-funded care coordination programs in downstate New York, spanning the five boroughs, Long Island, and Westchester. Our program serves over 25,000 New Yorkers through more than 50 community partner agencies, providing coordinated care for both adults and children, including specialty care management for high-acuity individuals. At CBC, our Health Home is dedicated to delivering culturally informed, person-centered, and responsive care coordination services.

Over my decade at CBC, I’ve had the unique privilege of gaining insights into healthcare access and service delivery from a variety of stakeholders, including members and families, CBC’s community advisory board, and the staff who support our members. I am deeply committed to collaborating with others to bring hope and meaningful support to our members and the communities represented by CBC. My approach is rooted in empathy, cultural responsiveness, and a respect for the dignity of each person we serve.

Among my professional accomplishments, I co-authored the article Care Management Responses to COVID-19: Lessons from CBC Health Home’s ADAPT Series, which highlighted the resilience of our care management network during the public health emergency. I am also a certified Mental Health First Aider for both Adults and Youth and was a participant in the 2021 Equity ECHO Learning Collaborative with the National Council for Behavioral Health.

Thanks to CBC, I am a graduate of the Princeton Alumni Corps Emerging Leaders program. I hold a Bachelor’s in History from Amherst College and a Master’s in Applied Social Research from Hunter College. In my spare time, I enjoy volunteering at my local church, spending time with my beloved 11-year-old daughter, Sara, and rooting for the Yankees.

Tracie Jones, LMSW, CHC

Vice President, Quality and Compliance

BIO

Over the past eight years at Coordinated Behavioral Care (CBC), I have had the privilege of overseeing compliance and quality across our full range of program services. My work is driven by the goal of utilizing outcome-focused interventions to ensure the highest quality care for the individuals we serve.

With a foundation in social work and business, I apply a systems-based approach to CBC’s mission and core values. I facilitate learning collaboratives with our network of providers, government entities, payers, and other external stakeholders. These collaborations are instrumental in applying quality improvement science to identify system changes that remove barriers to care and promote best practices positioning CBC to become the preferred behavioral health network in New York City.

As CBC’s Compliance Officer, I maintain an effective compliance program that spans our staff, board members, and vendors. I take pride in developing innovative and engaging training programs to help our network understand and apply compliance guidelines while safeguarding the confidentiality of protected health information.

Before joining CBC, I worked in both clinical and quality assurance/quality improvement roles at nonprofits that primarily served the unhoused population and individuals with severe mental illness. I have also had the opportunity to present on panels about utilizing data for performance measurement and managing population health.

I hold a Master’s Degree in Social Work from Columbia University and am certified in Healthcare Compliance (CHC). Outside of my professional commitments, I enjoy spending time with family and friends, following college basketball, and indulging in tap dancing.

Dacia Barrington

Director, Human Resources

I joined Coordinated Behavioral Care (CBC) in June 2018 as an Administrative Manager and was quickly promoted to HR Director. In this role, I have been instrumental in transforming CBC’s HR services from an incubator stage to a fully functioning department, where both management and employees know to expect the highest standards of service and support.

With over 20 years of strategic leadership experience in human resources and operations, I am dedicated to guiding organizations and leaders as they navigate change and implement impactful HR strategies. My expertise spans key areas including recruitment and retention, performance management, resource deployment, conflict resolution, executive coaching, compensation strategy, HR policy development, training and development, change management, and legal compliance. I have had the privilege of supporting nonprofit organizations across New York, Philadelphia, and Vermont.

I am equally passionate about investing in the next generation of HR professionals, previously serving as a facilitator and mentor to graduate students in the University of Phoenix’s MBA program in Human Resources. Throughout my career, I have led diverse teams across multiple HR disciplines, fostering a collaborative and results-driven culture.

I hold a Bachelor’s degree in Psychology and am an active member of the Society for Human Resource Management (SHRM). Currently, I am also exploring advanced studies in Labor and Employment Law.

Outside of work, I enjoy spending time with family and friends, reading, container gardening, and contributing to social activism through fiber arts.

Michael Bhim

Chief Information Security Officer

With over 20 years of experience in cybersecurity and IT management, I am committed to strengthening organizational resilience through innovative strategies, meticulous planning, and a culture of excellence. As CISO for Coordinated Behavioral Care (CBC), I lead robust cybersecurity programs, ensuring compliance with industry standards and mitigating emerging risks. My career spans diverse industries, including managed service providers, engineering, and construction (AEC), nonprofit, aviation, and medical sectors. Key achievements include securing ISO 27001 certification, enhancing cybersecurity awareness, and managing complex infrastructure projects. My expertise in vulnerability management, disaster recovery, regulatory compliance, and incident response equips me to deliver forward-thinking, effective solutions. As a collaborative leader and mentor, I cultivate high-performing teams and drive operational efficiency. I hold a Master’s in Cybersecurity and Information Assurance, an MBA, and certifications such as CISSP-ISSMP, CISM, CRISC, and CEH. Recognized by EC-Council’s C|EH Hall of Fame, I am among fewer than 1,500 professionals worldwide with the advanced CISSP-ISSMP credential. Beyond my professional pursuits, I cherish time with my wife and two children. My family keeps me grounded, and their laughter and joy inspire me daily. Together, we embrace the small moments that make life extraordinary.
